Governance of the Fondation FondaMental
The governance of the Fondation FondaMental is composed of several advisory, decision-making, and operational bodies. They define the Foundation’s major strategic directions and uphold the values on which it was established.
Founding Members
The Fondation FondaMental was created through a joint initiative between the French State and leading actors in research and healthcare in France. Its founding members form the foundation of its academic and clinical excellence:
- Inserm (Institut national de la santé et de la recherche médicale)
- AP-HP (Assistance Publique – Hôpitaux de Paris)
- CEA (Commissariat à l’énergie atomique et aux énergies alternatives)
- Université Paris-Est Créteil (UPEC)

Board of Directors
The Board of Directors defines the Foundation’s overall strategy, approves the budget, and oversees its management. It is composed of more than fifteen members, divided into three colleges to ensure a balanced representation.

International Scientific Advisory Board (SAB)
The Scientific Advisory Board is a consultative body composed of internationally renowned researchers and clinicians, mainly based in the United States and Europe.
Mission: To assess the quality of research projects, advise on scientific strategy, and ensure the Foundation remains at the forefront of innovation in psychiatry.

Operational Governance
The implementation of the Foundation’s strategy is ensured by:
- The General Directorate, led by Professor Marion Leboyer, who coordinates scientific and medical activities
- The Executive Committee, responsible for human resources, financial management, and communication
- The Expert Centres Network, a nationwide structure ensuring continuity between research and clinical care
Institutional Partners in Care and Research
To carry out its core missions in care and research, the Fondation FondaMental is supported by the Ministry of Health (through the Directorate for Healthcare Organisation) and the Ministry of Higher Education and Research.
In addition to this governmental support, the Foundation has established strong scientific and medical collaborations with a wide range of public and private stakeholders working in the fields of healthcare and research.

Legal Status and Framework of the Foundation
The Fondation FondaMental benefits from a specific legal framework (2006 Research Act), enabling it to:
- Receive public and private funding (donations, legacies, philanthropy)
- Manage multi-year research projects with agility
- Ensure strict financial transparency under the supervision of the Court of Auditors and the Ministry of Higher Education and Research
Scientific cooperation foundations are private legal entities governed by the rules applicable to public-interest foundations.
Funding Model of the Foundation
The Fondation FondaMental’s economic model is based on a strong public–private partnership, ensuring its independence and long-term sustainability:
- Public funding: Grants linked to specific research programmes (Ministries of Health and Research)
- Philanthropy: Donations from individuals, legacies, and support from partner foundations and committed companies
- Industry partnerships: Research collaborations with healthcare and biotechnology stakeholders
Each year, the Foundation’s annual reports and accounts are audited by an independent auditor and published with full transparency.
